Spain, Portugal and Greek See Encouraging Licensing Progress

After long legal struggles both CEDRO (Spain) and Visapress (Portugal) report solid progress on end user licensing. CEDRO has seen licences signed rise from 35 in November 2019 to the current 139, for example. In the Spanish case a change to the law was necessary to make it clear that users had a legal obligation to take a licence. In both cases establishing a new requirement has been very hard work, as has ‘encouraging’ MMOs to support the licensing efforts.

We congratulate both members, and also OSDEL (Greece) who have consolidated the fast start in corporate licensing over the past three years, helped by an innovative model based on a low cost MMO licence, conditional on end users accepting they have to pay. Filon Filonos, Head of Equipment Levy & Licensing Dept,  reports 90% of income is generated by end users, including PR agencies, with a 15% turnover increase for 2020. Public sector and PR licence adoption are still in the early stages
